China is stepping up its efforts in the artificial intelligence arena with a bold plan to produce at least 50 AI standards by 2026. This initiative, revealed in a new draft policy from Beijing and reported by the South China Morning Post, represents a significant step in China’s efforts to catch up with the United States in Artificial intelligence research. The Ministry of Industry and Information Technology (MIIT) presented a draft policy on Tuesday that covers a wide range of topics, including training for large language models (LLMs) and semiconductors.
Bridging the Gap with the U.S.
The reason for this program is China’s aim to close the Artificial intelligence gap with the United States. According to Alibaba’s chairman, Joe Tsai, China is now at least two years behind American tech titans such as OpenAI and Google. This emotion emphasizes the urgency and ambition that underpins China’s latest Artificial intelligence policy.
Comprehensive AI Standards
The suggested standards aim to cover critical aspects of Artificial intelligence development. These include training LLMs, which serve as the foundation for generative AI services like ChatGPT, as well as safety, governance, industrial applications, software, computer systems, data centers, and semiconductor technical requirements and testing techniques. These requirements are projected to be implemented by at least 1,000 Chinese technology enterprises, demonstrating the policy’s broad scope and impact.
Furthermore, China intends to engage in the development of at least 20 international AI standards, indicating its commitment to playing an important role in global Artificial intelligence governance and standardization.

The MIIT’s draft strategy outlines 12 important technologies in the Artificial intelligence supply chain, including natural language processing, computer vision, and machine learning, which allow systems to accomplish complicated tasks similar to human problem solving. The policy defines four layers in China’s Artificial intelligence industry chain: the foundation (which includes the processing capacity, algorithms, and data required to train LLMs), the framework, the model, and applications.
Interestingly, the policy takes a pro-market, soft-law approach, as highlighted by an industrial expert quoted in the report. This method is viewed as more innovative and market-friendly than classic command-and-control laws. Tech Giants Leading the Charge

Huawei’s second-generation AI chip, the Ascend 910B, has been billed as a contender to NVIDIA’s A100. Despite this, issues persist. According to reports, the chip, built by China’s premier semiconductor foundry SMIC, has been in mass production for more than half a year but has a low yield rate of about 20%.
In response to U.S. export restrictions, NVIDIA adapted its AI processor, H20, for the Chinese market, commencing sales early this year. This move illustrates the dynamic and competitive nature of China’s AI hardware market.
