Dubai has introduced flexible working hours for government staff during the summer of 2025, as announced on Sunday.

According to the Dubai Government Human Resources Department (DGHR), the initiative will take effect from July 1 to September 12, 2025, and each government entity will have the freedom to apply it based on their operational needs.

The temporary flexible work arrangement will follow the official five-day workweek. Employees will be split into two groups: the first group will work eight hours a day from Monday to Thursday and have Friday off as a full holiday.

The second group, on the other hand, will work seven hours daily from Monday to Thursday and 4.5 hours on Friday.

The implementation of the initiative will be left to the discretion of each individual government entity.

This is not the first time such a program has been introduced. Last year, the Dubai government rolled out the campaign across 21 government bodies from August 12 to September 30.

Data from the pilot phase revealed increased productivity and a more positive work environment. Employee satisfaction was notably high, with 98 percent expressing happiness according to the evaluation metrics used to analyze the program.

Most government employees in Dubai currently benefit from a two-and-a-half-day weekend (a half-day on Friday, plus Saturday and Sunday). With this initiative, staff in participating government departments will experience an extended weekend.

Meanwhile, the UAE has started enforcing a midday work ban effective from June 15. This regulation prohibits workers from performing tasks under direct sunlight between 12:30 PM and 3:00 PM daily, lasting three months until September 15.

Ahead of its enforcement, the Ministry of Human Resources and Emiratisation (MOHRE) has begun conducting inspections at construction sites.

Employers found violating the midday ban will face fines of AED 5,000 per affected worker, with penalties rising up to AED 50,000 for multiple violations.

Additionally, as part of the initiative, the UAE has established more than 10,000 air-conditioned rest stations nationwide to support delivery service workers during the peak summer months.
